To make my CBD Balm and Whipped lotion I use actual CBD hemp plants "Remedy 7g, Bubba Kush 3.5g, and Hawaiian Haze 3.5g" and break down the buds into a carrier oil made of CBD hemp oil and 1000 mg CBD tincture oil. I soak the plants for 7-10 days in the oil to give the best benefit of my CBD products.
